Overview
The Minister for Planning has appointed a joint Inquiry and Advisory Committee (the Committee) to advise on the Environment Effects Statement (EES), draft Planning Scheme Amendment (C116gelg) and public submissions received on the proposed Kentbruck Green Power Hub Project (the Project).
Neoen Australia Pty Ltd (the Proponent) Is proposing the development of:
- a wind energy generation facility 30 kilometres north-west of Portland and three kilometres east of Nelson, Victoria, that will generate up to 600 megawatts (MW); and
- a new 275 kilovolt (kV) underground transmission line through Cobboboonee National Park and Cobboboonee Forest Park connecting the wind farm to the electricity grid at the existing Heywood Terminal Station.
The Project area, which encompasses all elements of the Project, covers an area of approximately 8350 hectares. The wind farm has a footprint of approximately 8,318 hectares and is located within a radiata pine plantation and agricultural land.
The key components of the Project include:
- up to 105 wind turbines, with maximum tip height of 270 meters above ground level
- 26.6-kilometre underground 275kV transmission line
- associated infrastructure, including on site electrical substations, weather stations, power and water supply and hardstands
- on-site quarry to provide material for hardstands and upgrades to existing access roads or construction of new access roads
- temporary infrastructure including construction compounds, concrete batching plants to support construction activities and laydown areas
- site facilities including site offices and car park facilities.
If the Project gains all required approvals, construction is anticipated to begin in 2026.
The Committee will conduct a public hearing to hear from the Proponent and submitters who want to be heard. The Committee will then advise the Minister for Planning on the environmental effects of the Project.

* On 6 March 2025 the public exhibition period was extended due to some identified omissions and errors in the exhibited Environment Effects Statement (EES) and draft Planning Scheme Amendment (PSA) (C116gelg) documents for the Kentbruck Green Power Hub Project.
The public exhibition period for the EES and draft PSA has been extended from Tuesday 11 March to 11.59pm on Monday 31 March 2025. The extension will provide interested parties the opportunity to review and consider the new material and make submissions.
The notice below from the Proponent provides a description of the errors or omissions that have been identified, and the actions the Proponent has taken to rectify these.
If you have already made a submission to the Inquiry and Advisory Committee on the Project, Planning Panels Victoria will contact you to explain the process if you wish to make any changes or additions to your submission, following your review and consideration of the new material.
The Committee’s directions hearing and public hearing dates have been adjusted accordingly, as detailed in the Timeline above.
